M'SSION'ERS OF ALEXAN- D2R COUNTY TU issue, BONDS IN THE SUM OF: ONE HUNDRED AND FIFTY THOUS AND DOLLARS TO BUILD AND IMPROVE THE PUBLIC ROADS AND BRIDGES OF SAID COUNTY, AMD PROVIDE FOR AND MAIN TAIN THE SAME BY TAXATION. T.ic General Assembly of. North Carolina do enact: Section 1. In order to pay the Taylorsville, N. C. Wednesday, Feb. 3. 1915. interest on said bonds, create a sinking fund for taking up said bonds at maturity and establish, alter, repair and maintain the public roads, bridges and high ways of said county (in good con dition, the board of commission ers of Alexander County, or other authorities vested with the power of levying taxes . for said county, shall annually compute and levy, at the time of levying other county taxes, a sufficient special tax on all polls, all real estate and personal property, and all other subjects of taxation, which the said commissioners or other authorities now or here after may be allowed to levy taxes upon tor any purpose whatever, always observing the constitutional equation between the taxes on property and the taxes on. polls : Provided, there shall not be at any time levied in the county of Alexander for the purpose of road improvement, and including all expenditures made necessary by this act, or any act or statue now existing, a tax greater than thirty-three and one-third cents on the hun dred dollars of property, and one dollar on each poll. Sec. 5. That said taxes, when collected, shall be kept separate and apart from the other taxes, and shall be used only for the purpose of which they were col lected. ' Sec. 6. That it shall be tlv. duty of the board of commission ers of the county of Alexander to annually invest any and ali moneys received from the special tax for sinking fund in the pur chase of any of said bonds at a price deemed advantageous to said county by said board of com missioners, and to be agreed up on by them and the owners thereof. But, in case said county bonds cannot be purchased at a satisfactory price, then the said commissioners are authorized and directed to invest said sinking fund upon security approved by them, and upon terms advan tageous to said county, And any . money of said sinking fund so loaned and invested shall bear a rate of interest not less than five per cent per annum, and any interest from the said funds shall be annually invested in the same way. And the notes taken for said loan shall express on their face that the money belongs to said sinking fund. Sec 7. That the money re ceived from the sale of said bonds and derived from the special tax herein authorized to be levied, except a sufficient a mount to pay the interest on said bonds, and the sum set a part for the sinking fund to pay the principal of said bonds, shall be used by said board qf com missioners to purchase improved road working machinery, to sur vey, lay out, grade, improve, and maintain the public roads and bridges of said county, and the keeping of. the public roads in re air. . Sec. 8. That the bonds herein provi ed for shall be deposited in some safe deposit eomoan.V or adiik to be designated by said board of commissioners and drawn out on the order of the. igooa roaas commission creaieu in this act, the proceeds of which shall' be applied to the purposes heein Provi.ded .!or' Sec. 9. For the purpose of ascerUinincr . the wishes of the .iog the public roads and bridges- of said county as provided for by this act, the commissioners of said county of Alexander shall at their regular meeting on the first day of February, one thousai d nine hundred and fifteen, call an election to be held on the ninth day of March, one thousand nine hundred and fifteen. At said election all voters in Alex ander County qualified to vote in said election, may vote a written or printed ticket. Those who favor the purpose of this act shall vote a ticket with the words "For Good Roads Bond Issue" written or printed thereon. Those Who oppose the purpose of this act shall vote a ticket with the words "Against Good Roads Bond Issue" written or printed thereon; and if the majority of the votes cast in said election shall be "For Good Road -s Bond Issue" then the bonds provided for in this act shall be issued and sold according to the provision 3 herein contained. The said elec tion shall be held in the manner provided by law for the election of members of the General As sembly, except as is differently provided tor in this act. ine registrars and judges of election shall be appointed by the board of commissioners for the county of Alexander not later than the first Monday in February, one thousand nine hundred and fifteen, and the list of persons so appointed shall be published in two issues of some newspaper published in Alexander County during the weeks ending Feb ruary sixth and February tin; - teenth one thousand nine hun red and fifteen, or published for ten days at the Alexander -County court house door. There shall be appointed one registrar and two judges of election for each precinct, and the said registra tion and election shallbe held in all respects like the election of mem bers for the General Assembly, except as is otherwise or differ ently provided for in this act. At the close of the election in each precinct the vote shall be count ed and returned oyer the signa ture of the registrar and judges of the election or a majority of them, to the board of commis sioners of Alexander County. Abstracts or blanks for this pur- j pose shall be prepared by said board of commissioners and furaished to each precinct, and the registrar or one judge of election shall b 3 chosen -as a messenger to transmit said re turns to said board of commis sioners. Said returns shall be ex ecatei in triplicate." One co. y shall be transmitted as aforesaid to the board of commissioners of the county of Alexander, one copy to the clerk of the superior court of said county and one copy retained by the registrar of each precinct. On the third Monday in March, one thousand nine hun dred and fifteen, being -the fifteenth day of March, one thousand nine hundred and fifteen, and theMonday succeed ing the election ; the beard of commissioners for the county of Alexander shall meet as a can vassing board, and shall receive the returns of said election and shall canvass and judicially pass upon the same, and declare the results of said election, which shall' be duly recorded upon the records of said board and in the office of the .Register of deeds. If" a majority of the votes cast at said election, shall be "For Good Roads Bond Issue," then the bonds provided for in this act shall be issued and sold. Sec. 10. On each Saturday during the period of registration the registrars shall attend with his registration books at the polling places of his precinct for the registration of voters. It shall be the duty of the registrars and judges of election to certify all returns made by them of the votes cast in their respective precincts m said county, the number of voters registered at their precinct on said election: and the registrar shall, on or be fore the dates set for the canvass of- the votes so cast by the board of jcounty commissioners, return hii- registration books , to the clerk of the board of county commissioners. The registrars and judges of election shall keep two poll " books containing the names of persons voting at their precinct- at said election. The registrars shall receive for their services hereunder two cents, for each name registered and one one dollar a day for each Satur day;' and the registrars and judges of election shall receive one dollar ($1.00) for their ser vices rendered on the day of election and for making the re turns required by this act. The cost of this election to "be paid by the board of. county commission- ers out of the general fund of $1.00 PER ANNUM Alexander County. Sec. 11. For the purpose of carrying out the provisions of this act, the good roads com- mission of Alexander County is hereby created, to consist of the board of county commissioners Of Alexander County and the board of education of Alexander Coun ty, who shall have charge of the road work of said county and shall hold office during the terms of their office as county commis-, sioners and board of education a id shall be succeeded on thi3 commission by their successors' on the board of county commis sioners and board of edu cation. As soon as practical after the election, if the majority of the votes cast are "For Good Roads Bjnd Issue, "the members of the good roads commission shall qualify by taking the oath of office before some person auLnui iz.uu to auiiiinister oatns. meet and organize by selecting one of their members chairman, who shail preside at their meet ings and vote only in case of a tiel and one of their members secretary. The members of the good roads commission shall each be paid out of the road funds of the county the same per diem and mileage as those of the county commissioners:. Provided," they shall be paid not to. exceed twelve days in one year. Sec. 12.
